Richard D. Downie '72

In 2004, the U.S. Secretary of Defense confirmed Richard D. Downie '72, PhD as Director of the Center for Hemispheric Defense Studies at the National Defense University in Washington, DC.

Dr. Downie has a long and illustrious military career serving in a variety of command and staff positions. He retired as a Colonel in the Army. He has received numerous awards and decorations including the Defense Superior Service Medal, the Legion of Merit, the Defense Meritorious Service Medal, the Meritorious Service Medal, the Joint Service and Army Commendation Medals, the Army Achievement Medal, the Army Expeditionary Medal, the Inter-American Defense Board Medal, the “Orden de Mérito Académico” (Colombia), the Bosnia/Former Yugoslavia NATO Medal, the Order of Military Merit (Mexico), and the Order of the Peruvian Cross (Peru).

Among his other accomplishments, Dr. Downie has authored Learning from Conflict: The U.S. Military in Vietnam, El Salvador and the Drug War, Greenwood Press, and a variety of scholarly articles and other publications.

He is a West Point graduate, and holds a Masters and PhD in International Relations from the University of Southern California.

Dr. Downie is also a member of the Council on Foreign Relations.
